If it's the empty orb you need to dig a hole right in front of the pillar and plant it. You'll need to water it a few days but afterwards the orb will grow into the pillar when it's ready. The first Sunstone Fragment can be found in the Sunlit Plateau. You will need to have unlocked this region to start the quest. It can be unlocked for 7,000 Dreamlight.
